Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

 

 

 

 

Manner of Addressing Council

 

Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

23-298    Authorize Contacting Green Acres – PFAS                      Treatment Facilities Use of Land Preserved            for Recreation & Conservation – Authorizes                and directs the Director of Ridgewood Water            to apply in writing to the NJDEP Commissioner           setting forth and demonstrating that it meets          the criteria to use lands preserved for                  recreation and conservation for drinking                water wells and associated treatment                     equipment or facilities

23-299    Authorize Change Order – Trolley Gate                      Replacement (NTE $2,825) – Authorizes a                   change order which is necessary to furnish             and add an intercom operator which will allow       control of the gate remotely, from the                     Ridgewood Water Control Center

3967 – Amend Chapter 145 – Fees - 2024 Parking Permit           and Pricing for Electric Vehicle Charging – Sets       the 2024 Parking Permit fees and sets the                pricing for electric vehicle charging

3968 - Amend Chapter 265, Vehicles and Traffic,                 “Deposit of Money Required; Overtime Parking            Prohibited” – Amends this chapter to remove           wording that prohibits the Municipal Court Judge        from finding a person not guilty and dismissing            an overtime parking ticket even if the person           did pay, but may have put in the wrong license        plate or wrong parking zone

3969 – Amend Chapter 212 – Parks and Recreation Areas –     Regulations on Electric Bicycles, Electric             Scooters, Electric Skateboards, and Non-Human            Powered Vehicles – Prohibits the operation of a         motor vehicle, e-bike, e-scooter, motorized          bicycle, non-human powered vehicle or similar          vehicle in or upon any Village of Ridgewood          parkland, Ridgewood Water Company property or        other public places in the Village of Ridgewood

The City of Garfield               will deliver the Styrofoam collected in                Garfield to the Village of Ridgewood, and            will pay the Village of Ridgewood $5/bag. The          Village of Ridgewood will then process the               Styrofoam through the Styrofoam densifier and           sell the finished material to a company which          manufactures products out of the densified           Styrofoam.

23-308    Authorize Shared Services Agreement – Use of         Styrofoam Densifier (Oradell) - Authorizes                a Shared Services Agreement with the Borough               of Oradell for the use of the Village’s                    Styrofoam densifier. The Borough of Oradell              will deliver the Styrofoam collected in                   Garfield to the Village of Ridgewood, and                will pay the Village of Ridgewood $5/bag. The          Village of Ridgewood will then process the                Styrofoam through the Styrofoam densifier and        sell the finished material to a company which           manufactures products out of the densified                Styrofoam.

23-309    Authorize Shared Services Agreement – Use of         Styrofoam Densifier (Paramus) - Authorizes                a Shared Services Agreement with the Borough               of Paramus for the use of the Village’s                    Styrofoam densifier. 23-310 Authorize Shared Services Agreement –     Dewatered Sludge Disposal from Water     Pollution Control Facility (Passaic Valley   Sewerage Commission) – Authorizes the Mayor     and Village Manager to enter into a Shared      Services Agreement with Passaic Valley     Sewerage Commission for a 3-year period    ending May 31, 2026. Also authorizes the     Village Manager and Director of Public      Works/Village Engineer to execute any and all     applications necessary to do so.

 

23-311 Authorize Temporary Shared Services Agreement     – Removal of Trees on County Roads (Bergen      County) – Authorizes the Village of Ridgewood    to enter into a Temporary Shared Services    Agreement with the County of Bergen for the      County of Bergen to remove dead and dying   trees within the public right of way on     County roads

23-312 Chapter 159 - 2023 Budget Amendment-State of New Jersey Department of Environmental     Protection Grant – Requests the Director of   the Division of Local Government Services to approve the insertion of a special item of    revenue into the 2023 budget for State of NJ     Department of Environmental Protection, Storm    Water Assistance Grant - $15,000 and that a    like sum be appropriated in the 2023 budget    under Operations excluded from “CAPS”, Public      and Private Appropriations Offset by Revenues: State of NJ Department of    Environmental Protection Storm Water Assistance Grant Other Expenses - $15,000

23-313 Declare Property Surplus – Police Vehicles –   Declares two Police vehicles, which are     unreliable and beyond their life expectancy    surplus and authorizes the Village Manager to      dispose of them

23-314    Declare Property Surplus – Police Car                     WatchGuard Camera System – Declares Police               car WatchGuard Camera System and various               accessories surplus property and authorizes                the Village Manager to dispose of these items

23-315 Appoint Alternate Custodian of Records for     Ridgewood Police Department – Appoints Police   Chief Forest Lyons the Alternate Custodian of Records for the Village Police Department for   OPRA requests

23-316 Appoint Local Emergency Management Council –   Appoints various Village professionals to the   Local Emergency Management Council

23-317 Appoint Member to Shade Tree Commission –     Appoints Cavan Sieczkowski to fill the     unexpired term of Maria Damasco, which term     expires on 12/31/2023

23-318 Appoint Members to Project Pride – Appoints     Nina McGonnell and Cavan Sieczkowski to the      Project Pride Committee
