PARKS, RECREATION, AND CONSERVATION BOARD
DECEMBER MINUTES
Date: December 19, 2022 – The Stable 7:30pm
Attendance: Present: Chair R. Brooks, A. Chauvin, V. VanDyke, L. Kloak, P. Vagianos, D. Sayles, Jean Boyle, Anne Walsh, Janet Anderson
Absent: W. Ryker, M. Mahmoud, P. Vagianos, F. Mortimer
Also Present: Director N. Bigos, Office Assistant D. Kat
Public Comment &
Correspondence: Brian Dellatorre sent a follow up email that was shared with the group. Recreational Staff and Pool Management will take a look at all of his suggestions.
Gold Star Memorial
Presentation: R. Brooks shared this presentation will be moved to the January 2023 meeting.
Memorial Presentation
Linda McNamara: J. Boyle presented for the Friends of Linda McNamara, Linda passed in July of 2022. Linda supported education, children, special needs, seniors, animals and preservation of our shared environment. They would like to establish “Linda’s Grove”, a peaceful area with a bench, trees and greenery. As of today, $10,560.00 has been donated. Some photographs were passed around of the area in the back of the stable that was suggested. The topic of the area flooding was discussed. The group is aware that it is an area that can flood. The area would be maintenance free and as natural as possible.
R. Brooks motioned for Linda’s Grove to be accepted as presented. PRC Board Committee are in favor.
Minutes: Minutes for November 29th – were approved with motions made by L. Kloak, V. VanDyke second motion.
Memorials within
Municipal Properties: N. Bigos shared a sub committee was formed and will report when research is complete.
2023 Staffing
Needs: N. Bigos shared that four full time employees were requested for Parks and Recreation.
The Shade Tree Commission wants an Arborist.
Parks/Open
Space: No update.
Healthbarn: No update.
Special Events: N. Bigos shared the Stable anniversary was a success.
Technology Items: R. Brooks shared Master Library is moving forward. A meeting with the principals was held last week and shared with the group. The only problem is with the programs that are not organized.
A. Chauvin met with the communications group. This will help with transperancy.
Field Policy: R. Brooks shared the Master Library will change the Field Policy.
Community Center: No update.
Parks Update
Schedler property: N. Bigos – met with Village Engineer and shared professional comments and ideas. C. Rutishauser will be presenting to the Village Council before drawings are sent to SHPO. The main concern for the State was the house, we need to provide a visual barrier between the recreation park and the residents.
Citizens Park: No update.
New Business: No new business.

· R. Brooks shared the Field Scheduling Program was discussed about changing the field light start and end time.
Shade Tree Commission – V. Van Dyke
· V. Van Dyke shared the CBD planting was discussed. STC requested Declan Madden be the permanent town Arborist. They want to start the grant process.
