Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter
3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-100 Award Contract – Software Support – SCADA System (NTE $18,922.97) – Awards the second year of a three-year to the sole source vendor, Emerson Process Management Power & Water Solutions, Inc., 200 Beta Drive, Pittsburgh, PA
20-101 Award Contract Under State Contract – Maintenance of Chlorine, pH and Phosphate Analyzers, Replacement of Supplies and Repair (NTE $65,000) – Awards a contract under State Contract to Hach Company, 5600 Lindbergh Drive, Loveland, CO
20-102 Authorize Change Order – Infrared Asphalt Surface Repair, Asphalt Trenching Repair, Curb and Sidewalk Repair in Various Locations (NTE $150,000) – Authorizes a change order to the original vendor, J. Fletcher Creamer and Sons, Inc., 101 East Broadway, Hackensack, NJ. This change order is necessary due to a lead/iron service line inventory which requires thousands of small holes to be drilled in the streets, to determine material types, and three water main replacements which will require infrared asphalt service repair, as these jobs are completed.
20-103 Authorize Execution of Water System Interconnection Agreement – Borough of Allendale – Authorizes the Mayor and Village Manager to sign an Agreement with the Borough of Allendale for an emergency interconnection between both municipalities’ Water Departments
20-104 Declare Property Surplus – Two Ford Transits – Declares two 2012 Ford Transits owned by Ridgewood Water surplus property, and authorizes and directs the Village Manager to dispose of said property by an on-line auction through Municibid
20-105 Award Professional Services Contract – Hydrogeologic Consulting Services (NTE $167,500) – Awards the second year of a
two-year Professional Services Contract to WSP, USA, 600 East Crescent Avenue, Suite 200, Upper Saddle River, NJ. The required Pay to Play forms have been filed with the Village Clerk’s Office.

20-113 Approval of Major Soil Moving Permit – Orchard School – Approves a Major Soil Moving Permit for the Ridgewood Board of Education for the removal of approximately 5,507 cubic yards of soil from the Orchard School, subject to certain terms and conditions
20-114 Revised Resolution for Liquor License Transfer – Ridgewood Lodge No. 1455 BPOE to Signature Cocktails, LLC – Revises Resolution No. 20-88, which approved a person to person and place to place liquor license transfer from the Ridgewood Lodge No. 1455 BPOE to owner Jonathan Steingraber to change the owner’s name to Signature Cocktails, LLC
20-115 Appoint Members to the Open Space Committee – Appoints Robert Lasky as a member of the Fields Committee; Nancy Bigos, Director of Parks and Recreation; Ralph Currey, James Bostler, and Yu Sun, as residents of the Village of Ridgewood to terms that shall expire on 12/31/2020
20-116 Appoint Members to Citizens Safety Advisory Committee – Appoints Sheila Brogan as the Ridgewood Board of Education Member; Charles DiMarco, Barbara Sacks, Joyce Docktor, Jane Shinozuka, Robert Fuhrman, Jane Remis, and Anastasia Bamberg as Members of the Public, and Advisors, Christopher Rutishauser, Village Engineer or designee from Ridgewood Engineering Department and Police Chief Jacqueline Luthcke or designee from Ridgewood Police Department to terms that will
expire 12/31/2021
