3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3964 – Amend Chapter 265 – Vehicles and Traffic – Parking Prohibited at All Times and Time Limit Parking – North Walnut Street and Mastin Place – Prohibits parking at all times on certain portions of North Walnut Street and Mastin Place and establishes a 2-hour time limit on certain portions of North Walnut Street and Mastin Place
3965 – Amend Chapter 101 – Alcoholic Beverages – Amends Chapter 101 for Term of License, Payment of Fees, License Entitlements and Renewal Fees, and Plenary Retail Distribution Licenses
3966 – Amend Chapter 3 – Administration of Government – Article II – Village Council – Amends the Order of Business to reflect the actual layout of the agenda for the Public Meeting. 23-280 Rescind and Replace Resolution #23-198 – Award Contract - Creative Coping Toolkit – Rescinds and replaces Resolution #23-198, because the name of the company providing the Creative Coping Toolkit has changed. This resolution awards a contract to IndieFlix, Inc., 4111 East Madison Street, Suite 310, Seattle, WA.
23-281 Authorize Shared Services Agreement Snowplowing Services (Bergen County) – Authorizes the second year of a two-year Agreement for snow plowing with Bergen County for 2023-2024, whereby the Village plows County roads, and is reimbursed for same by the County
23-282 Authorize Execution of Settlement Agreement – Water Pollution Control Facility ($1,000) – Authorizes the Village Manager to execute the proposed Settlement Agreement between the Village of Ridgewood and the NJ Department of Environmental Protection to pay a fine and settle a violation of a copper exceedance in the discharge from the Village’s Water Pollution Control Facility
23-283 Chapter 159 - 2023 Budget Amendment – Assistance to Firefighters Grant – Requests the Director of the Division of Local Government Services to approve the insertion of a special item of revenue into the 2023 budget for United States, Department of Homeland Security – Fiscal Year 2022 Assistance to Firefighters Grant in the amount of $263,725.45 and that a like sum be appropriated in the 2023 budget under Operations Excluded from “CAPS”, Public and Private Appropriations Offset by Revenues, United States – Department of Homeland Security Firefighters Grant in the amount of $263,725.45
23-284 Authorize Installation of Verizon Small Nodes in Various Locations – Authorizes Verizon Wireless to jointly use existing utility poles to place small node telecommunications low power antennas at 756 East Ridgewood Avenue and 656 Linwood Avenue in order to provide for increased network data capacity
