3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

23-248 Additional Award of Professional Services Contract - Preparation of Long Term Funding Plan for PFAS Treatment and Lead Service Line Replacement (NTE $4,755) – Awards an additional amount of money to Howard J. Woods, Jr. & Associates, LLC, 49 Overhill Road, East Brunswick, NJ. This additional funding is needed for the development of long-term funding plan for PFAS Treatment and Lead Service Line Replacement costs.
23-249 Rescind and Replace Resolution #23-162 – Award Professional Services Contract – Public Communications Consultant (NTE $36,245) – Rescinds Resolution #23-162, and replaces it with this resolution, due to the fact that the amount not to exceed in Resolution
#23-162 was incorrect. The correct amount for the contract not to exceed is $36,245, as stated in this resolution.
23-250 Additional Award of Contract – 2023 Road Resurfacing and Repairs – Repair Highland Avenue Water Main Leak Area (NTE $33,881.79) – Awards an additional project to the original lowest responsible bidder for Road Resurfacing and Repairs, Smith-Sondy Asphalt Construction Company, Inc., 150 Anderson Avenue, Wallington, NJ. The Ridgewood Water budget is being charged for the emergency resurfacing repairs to the Highland Avenue area, as the repairs were required as the result of a water main leak.
23-251 Authorize Change Order – Cultural Resource Surveys (NTE $5,742) – Authorizes a change order to the original contractor, Hunter Research, 120 West State Street, Trenton, NJ. This change order is necessary for work beyond the original scope of the project.
23-252 Authorize Change Order – Valley View Reservoir Improvements (NTE $13,169) – Authorizes a change order to the original contractor, T & M Associates, 11 Tindall Road, Middletown, NJ. This change order is necessary for work beyond the original scope of the project.

23-263 Recognize Receipt of No Bids – Body Shop Services – This resolution recognizes the fact that the Village has gone out to bid twice for this service, with no bids being received. The Village is now able to negotiate with select vendors for this service, as provided by law.
23-264 Authorize Shared Services Agreement and Execution of Memorandum of Understanding - Various Health Services (Bergen County Department of Health Services) – Authorizes a Shared Services Agreement with the Bergen County Department of Health Services for Tuberculosis Control, Comprehensive Cancer Control Plan, NJ Cancer Education and Early Detection Program, and Public Health Emergency Preparedness Program. These health services are free of charge to the Village, as the County receives grant monies for providing these programs to the Village.
23-265 Chapter 159 – 2023 Budget Amendment – Strengthening Local Public Health Capacity Grant - Requests the Director of the Division of Local Government Services to approve the insertion of a special item of revenue into the 2023 budget for State of New Jersey, Department of Health – Strengthening Local Public Health Capacity Program Grant in the amount of $406,046 and that a like sum be appropriated in the 2023 budget in Operations Excluded from “CAPS” in Public and Private Appropriations Offset by Revenues - State of New Jersey, Department of Health - Strengthening Local Public Health Capacity Program Grant in the amount of $406,046
