Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter
3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3945 – Amend Chapter Water Rates and PFAS Treatment Surcharge
- Sets new water rates at a 3% increase from the 2022 rates. Also establishes a new charge to fund PFAS treatment, which will be charged quarterly.

23-98 Authorize Change Order – Professional Engineering Services for Various Transmission and Distribution Improvements (NTE $2,061) – Authorizes a change order to the original vendor, Suburban Consulting Engineers, Inc., 96 U.S. Highway 206, Suite 101, Flanders, NJ. This change order is required for the preparation of additional bid documents.
23-99 Authorize Change Order - Professional Engineering Services for Ames, Cedar Hill, Wortendyke, and Prospect Water Treatment Facility Designs (NTE $194,477) – Authorizes a change order to the original vendor, Mott MacDonald, 111 Wood Avenue South, Iselin, NJ. This change order is required for additional design requirements.
15. ORDINANCES – INTRODUCTION
3946 - Establish a CAP Bank - Establishes that the final appropriations in the CY 2023 budget will be increased by 3.5% over the previous year’s final appropriations, amounting to $1,533,241.44 in excess of the increase in final appropriations otherwise permitted. This is done in accordance with N.J.S.A. 40A:4-45.14, and is advisable in order to establish a CAP Bank.
3947 - Amend Chapter 18 – Green Ridgewood Committee – Membership – Establishes that the Green Ridgewood Committee shall be comprised of 11 Ridgewood resident members and one Village staff member, all of whom shall have environmental training and/or experience. The 11 Ridgewood resident members shall be appointed by the Village Council and shall include: one member each from: the Village Council, the Ridgewood Board of Education, and the Parks, Recreation and Conservation Board who shall be appointed for one-year terms. There shall also be 8 citizen members for staggered three-year terms. The Village staff member shall be appointed by the Village Manager, to serve at the pleasure of the Village Manager. The Chairperson shall be elected from amongst the membership annually, and the Chairperson may appoint a student intern for a term from September through June. The Village staff member and the student intern shall not have voting rights.
3948 – Amend Chapter 26 – Green Team Membership – Establishes that the Green Team shall be comprised of 10 members which includes: 7 Ridgewood resident members, one Ridgewood resident student intern, one Village staff member, and one Village Council liaison. The resident members shall be appointed for staggered three-year terms and the student intern, Village staff member and Village Council liaison shall be appointed for one-year terms. All members shall be voting members. The Chairperson shall be elected from amongst the membership, annually.
3949 - Amend Chapter 145 - Fees – Parking Rates – Amends this chapter to set parking rates at $1.25/hour on the streets, in the parking lots, and in the Hudson Street Garage in the Central Business District

23-104 Increase 2023 Deferred School Taxes - Increases deferred school taxes from $50,885,712 to $51,854,959 an increase of $969,247 from 12/31/2021 to 12/31/2022
23-105 Request Permission for Dedication by Rider for Planting of Trees Trust Fund – Requests that the Director of the Division of Local Government Services approves a dedication by rider of revenues received for planting of trees into a Planting of Trees Trust Fund
23-106 Endorse Submission of Recycling Tonnage Grant - Annual resolution which endorses the submission of the Municipal Recycling Tonnage Grant Application to the New Jersey Department of Environmental Protection and designates Johanna Luttrell, Certified Recycling Coordinator, to ensure that the application is properly filed
23-107 Authorize Encroachment Agreement – 22 Maynard Court – Authorizes a minor encroachment into the Village right- of-way at this address for a safety fence around a swimming pool, which has existed since the mid-1990s. Also authorizes the Mayor and Village Manager to sign the Encroachment Agreement.
23-108 Establish Waivable Policy for End Time of Village Council Meetings - Establishes a policy for Village Council meetings to end at 11:00 p.m., which can be waived by a consensus of a majority of the Village Council
23-109 Authorize Pilot Program – Chestnut Street and Chestnut Lot Kiosks – Authorizes a 90-day Pilot Program for combining parking zones for the Chestnut Street lot and Chestnut Street into one parking zone, for ease of use. This Pilot Program shall begin on March 20, 2023. This will be evaluated to determine if it should be used Village-wide in the Central Business District.
23-110 Establish Dates and Rates for Dining Corrals and Pedestrian Plaza – Establishes that dining corrals and the Pedestrian Plaza will be allowed from May 20, 2023 – September 17, 2023, with the ability to extend the end date, if the majority of the Village Council wishes to do so. The cost for the dining corral will be $300/parking space/month.
23-111 Establish No Mow May – Encourages Ridgewood residents not to mow their lawns during the month of May to support pollinators and wildlife, as well as for other beneficial reasons
23-112 Establish Protocol for Written Comments at Hybrid Village Council Meetings – Establishes that Village Councilmembers will no longer read written statements, emails or letters from residents or citizens not in attendance at the Village Council meetings, now that the Village Council meetings are offered in a hybrid format
23-113 Support Legislative Bill for Open Public Records Act (OPRA) Reform – Suggests changes to the Open Public Records Act (OPRA) and supports A-4894, which calls for the creation of study commission on OPRA reform
23-114 Establish Pride Day Committee – Establishes a Pride Day Committee to plan the activities for the Village of Ridgewood’s Pride Day in June of each year
23-115 Amend 2023 Annual Meetings Statement – Amends the Annual Meetings Statement to indicate that a Special Public Meeting may be held at 6:30 p.m., prior to all Village Council Meetings, for a Closed Session and that the Special Public Meetings, held prior to the Public Meetings, shall begin at 7:00 p.m., and the Public Meetings shall begin at 7:30 p.m.
23-116 Recognize No Bids Received and Authorize Rebid – Train Station Coffee Bar at the Ridgewood Train Station – Recognizes that no bids were received for the project titled, Train Station Coffee Bar at the Ridgewood Train Station Building, May 1, 2023 to April 30, 2024, inclusive and authorizes the project to be rebid
23-117 Title 59 Approval – Paving and Resurfacing – Approves the plans and specifications for 2023 Road Resurfacing and Repairs of Various Village Streets in the Village of Ridgewood, prepared by the Ridgewood Engineering Division, pursuant to Title 59
