Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

          Non-Emergency Notification Services

          (NTE $40,852.63) – Awards a contract to SHI,           290 Davidson Avenue, Somerset, NJ

22-408    Award Contract Under Sourcewell Cooperative               Purchasing Program – 2 Dodge Durango Vehicles         – Police Department (NTE $81,096) – Awards a            Contract under Sourcewell Cooperative                   Purchasing Program to Enterprise Fleet                  Management, 1550 Route 23 North, Suite 101,                Wayne, NJ. These vehicles are being purchased        due to the fact that the Ford Explorers,            which were originally sought to be purchased             were not produced in 2022, and all orders                were cancelled.

22-412    Award Professional Services Contract –                     Employee Assistance Program (NTE $5,000) -            Awards a non-exclusive Professional Services               Contract to West Bergen Mental Healthcare,                120 Chestnut Street, Ridgewood, NJ for an              Employee Assistance Program

22-413    Award Professional Services Contract – Animal         Control and Waterfowl Management (NTE                 $32,400) – Awards the second year of a two-            year Professional Services contract to TYCO                Animal Control Services, West Main Street,                Wyckoff, NJ

22-414    Award Professional Services Contract –                      Final Design Services – Safe Routes to School          Grant (NTE $141,756.25) - Awards a non-fair            and open Professional Services Contract to             NV5, Inc. 800 Lanidex Plaza, Suite 300,                 Parsippany, NJ. The required Pay to Play                forms have been filed with the Village                   Clerk’s Office. The cost for this will be               reimbursed through a grant from the NJ                 Department of Transportation.

22-415    Authorize Execution of Agreement Modification         to Contract for Safe Routes to School Grant -

Authorizes the Mayor and Village Clerk to execute the Agreement Modification No. 1 to the contract for design services, with the NJ Department of Transportation, for the Safe Routes to School project

22-416    Amend Professional Services Contract –                      Increase Hours for Social Worker for Health              Department ($6,606) – Increases the hours for           Social Worker Stephanie McTigue, LCSW, as the          need for her services has increased. This is                funded through a grant.

22-417    Award Professional Services Contract – EMS            Claims Procedures and Billing/Revenue                     Generation (NTE $36,000) – Awards a non-fair             and open Professional Services Contract to             Keavney & Streger, LLC, 103 Carnegie Center,                Suite 300, Princeton, NJ. The required Pay to           Play forms have been filed with the Village              Clerk’s Office.

 

22-418    Authorize Shared Services Agreement – 2023           Child Health Clinic (Fair Lawn & Glen Rock)                (NTE Maximum of $1,950 per municipality) -            Authorizes a Shared Services Agreement with            the Borough of Fair Lawn and the Borough of            Glen Rock for a Child Health Clinic. Each              municipality will pay one-third of the cost                for the program.

22-419    Authorize Shared Services Agreement –                      Barbershop, Beauty Shop, and Nail Salon                     Inspections (Norwood) – Authorizes a Shared               Services Agreement with the Borough of                  Norwood, whereby the Village of Ridgewood            will provide the Borough of Norwood with              these inspections for the year 2023

22-420    Authorize Emergency Budget Appropriation –              Gasoline and Diesel Fuel (NTE $200,000) –               Appropriates this emergency appropriation             because no adequate provision was put into               the 2022 budget for the rising costs of                     gasoline and diesel fuel, which is vital in             maintaining Village operations and services

22-421    Acknowledge No Receipt of Bids – Rebid for            Furnishing, Delivering and Maintenance of            Emergency Equipment, Radios, Vehicle Computer       Systems and Other Listed Equipment for                     Police, Fire, and Emergency Services –                     Acknowledges the fact that the Village went                out to bid two times for these goods and            services, with no bids being received both             times. It also directs the Ridgewood Police                Department to negotiate for these goods and            services, on an as needed basis, in                     accordance with State Law.

22-422    Authorize Tax Foreclosure on Property Tax            Liens – Authorizes the tax foreclosure on            Block 4407, Lot 2 and Block 3902, Lot 6 for               which property taxes have not been paid for             the past 6 months.  Both of these properties                are land only. This will allow the Village to           sell these properties to make them revenue              producing once again.

22-423    Approve 2022 Budget Transfers - Annual                      resolution which transfers money in the 2022              budget from departments which have excess            funds to those departments which do not have                adequate funds

 

 

 

 

 

 

22-424    Endorse Community Development Block
          Grant – SHARE, Inc. – 104 Cottage Place -              Porch Renovation –
Confirms the endorsement               of an $84,000 Community Development Block              grant. This resolution does not obligate the              financial resources of the Village but will                expedite the expenditure of Community                 Development funds.

22-425    Authorize Application for and Accept Grant                Funding from Bergen County Municipal Alliance        Grant (2023-2024) - Accepts a Municipal                 Alliance Grant in the amount of $9,014.37 for           the 2023-2024 program year. This grant                 provides for Drug and Alcohol Awareness                Programs for the community.

22-426    Endorse 2019 Third Round Housing Plan Element        and Fair Share Plan and Authorize Submission                of Plans to Superior Court – Adopts the 2019             Third Round Housing Element and Fair Share                Plan      adopted by the Planning Board. This is             required by COAH’s Prior Round Rules.

22-427    Establish New Terms and Change Number of                Members for Shade Tree Commission – Changes            the number of members on the Shade Tree                     Commission from 7 members to 9 members, and                eliminates alternate members. Also changes                the terms for Shade Tree Commission members             from five years to three years, in order to            encourage      Ridgewood residents to volunteer to           serve on this Commission.

22-428    Provide for Combination of General                      Improvement Bonds into a Single Bond Issue –            Combines 6 General Improvement bonds into a            single bond issue for an aggregate total of               $14,417,000 for the bond sale

22-429    Provide for Combination of Water Utility                Bonds into a Single Bond Issue – Combines 8                Water Utility Bonds into a single bond issue            for an aggregate total of $13,575,000 for the        bond sale

22-430    Resolution for Bond Sale – Determine Form and       Other Details and Provide for Their Sale -              Establishes the form and other details of               General Improvement Bonds for an aggregate              total of $27,992,000, which includes both              General Improvement Bonds and Water Utility                Bonds, for the bond sale

Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3928 – Amend Chapter 190 – Land Use and Development - Signs in           Highway Commercial (HC) Zone – Amends Chapter

       190-122(J)(2)(b), “Other Signs” to include standards unique      to the HC Zone, in order to help businesses in that zone        become more visible to motorists passing on Route 17. The             changes are to allow those properties with frontage on           Route 17 to: have both a wall sign and an interior window        sign; have one or more interior window signs with a total            area not to exceed 15% of the window area; and have both            awning signs as well as license and permitting signs. For         properties not fronting on Route 17, the standards for        interior signs and awning signs should remain the same and      cross-reference the B-1 and B-2 standards.

3929 – Amend Provisions – Article XIII – Affordable Housing -             Updates the Village’s affordable housing regulations to be        consistent with the terms of its Settlement Agreement, as        well as with the Uniform Housing Affordability Control        rules, COAH’s substantive rules, and the Fair Housing Act

3930 – Amend Chapter 265 – Vehicles and Traffic – Permit Parking –      Allow Non-Residents to Purchase Ridgewood Parking Permits –       Allows non-residents to purchase Premium and Non-Premium             Ridgewood Parking Permits at the same time that Ridgewood        residents purchase them. This authorization shall expire on        12/31/2023.

 

 

 

3931 – Amend Chapter 3 – Administration of Government –                Establishes access restrictions to designated Village-owned        and Village-operated offices, properties and facilities            so that the Village is able to maintain and safeguard             public records that contain or consist of confidential             information

22-370    Establish Annual Service Charge for Ridgewood Senior               Citizen Housing Corporation, Inc. - Authorizes the            Village Manager to execute an agreement reflecting the            annual service charge or Payment in Lieu of Taxes, for            Village services provided to the Ridgewood Senior                    Citizens Housing Corporation’s housing development. The       amount for the annual service charge is $78,823.63.

22-371    Authorize Refund of Property Tax Overpayment –                  Authorizes a refund for the owner of Block 4005, Lot              16, due to the fact that no property taxes should have                been levied on this property because the property owner          is a Disabled Veteran and exempt from paying property            taxes

22-372    Authorize Cancellation of Capital Ordinance Budget               Balances – Cancels the balances of various capital               ordinances which are no longer needed for the project              or for capital ordinances where the project scope has              changed

22-373    Accept Donation – Restoration of North Broad Street              Garden at Ridgewood Train Station – Accepts a donation            from the Conservancy for Ridgewood Public Lands for a                restoration of the North Broad Street garden, which                consists of benches, trees, shrubs, plant containers,               and flowers, totaling $19,000. None of those donating            towards this garden have applications before any                  Ridgewood Boards or Committees at this time.

22-374    Declare Property Surplus – Police Car – Declares a                Police car which is no longer needed for public use,            surplus property and authorizes the Village Manager to                dispose of said property

22-375    Request Review and Approval of 2022 Spending Plan for              Affordable Housing Trust Fund – Requests the Superior            Court to review and approve the Village of Ridgewood’s               Spending Plan for its Affordable Housing Trust Fund, as        required by law

22-376    Authorize Bonding to Fund Shortfall for Affordable                Housing Programs – Authorizes the Village of Ridgewood                to bond any shortfalls to satisfy the Village’s                 financial commitment for Affordable Housing programs

22-377    Adopt “Affirmative Marketing Plan” for Affordable                     Housing in the Village of Ridgewood – Adopts an                   “Affirmative Marketing Plan” to ensure that all                  affordable housing units created in the Village of                Ridgewood are affirmatively marketed to low and                   moderate income households, particularly those living              and/or working within Housing Region 1, the COAH                    Housing Region encompassing the Village of Ridgewood
