CSAC Meeting Minutes 09192019

ATTENDEES:

CSAC Members/ Liaisons: Anastasia Bamberg, Sheila Brogan, Kelli Buchsbaum, Charles S. Di Marco, Joyce Docktor, Robert Fuhrman, Jane Shinozuka, Councilman Jeffrey Voigt {Village Engineer, Christopher J. Rutishauser, PE, (CJR) unable to attend but submitted comments via e-mail as noted in BOLD}.

OLD BUSINESS:

1)  Franklin Avenue Corridor-- (CJR: Municipal Agreements in progress).

2)  Crosswalk at Van Emburgh Avenue/Hampshire Road-- (CJR: Awaiting concrete contractor to arrive).

3)  Pedestrian/Bike SRTS Grants-- (CJR: Resolution to award consultant contract to NV5 at Village Council's September 25 meeting).

4)  CBDAC-- Ms. Shinozuka reported Hudson Street Garage construction has begun, loading zone on Prospect Street to replace rear access to East Ridgewood Avenue businesses closed during construction, sidewalks along Hudson Street and South Broad Street closed. Ms. Brogan reported that the meters bagged for interim permit parking are unavailable to others at all times (and often underutilized during evenings and weekends) She suggested altering the rules to help accommodate diners and shoppers during available times. Also, signage directing pedestrians at closed sidewalks may be fostering improper crossing of streets. Councilman Voigt to review these items with Village Manager.

5)  Kenilworth Road/ Spring Avenue-- STOP logos installed. Agenda Item Complete.

6)  North Walnut Street-- (CJR: Interactive Speed Sign Ordered).

7)  Union Street-- (CJR: Thermoplastic Markings refurbishment on"To-Do" list).

8)  SSATF-- Ms. Remis reported meeting with GWMS Administration scheduled for September 24th.

9)  Starbucks Driveway--(CJR: Village is reaching out to Starbucks to implement recommended changes).

10) Irving Street/ East Ridgewood Avenue-- Ped X-ing Signs installed by Bergen County. Agenda Item Complete.

11) Traffic Control Measures in The Lawns-- (CJR: In Progress)

12) West Glen Avenue Sidewalks-- (CJR: Awaiting Contractor to continue work. Capital Budget Item of $50,000 will be used for construction. Concept Study dealing with areas having site issues will be completed by Engineering in-house during winter).

13) Long-Term Programs/ Policy Discussions-- Councilman Voigt identified sight triangle issues at Alpine Terrace and West Glen Avenue. The broader topic of sight triangle encroachments limiting safety was discussed. CSAC recommended an important task for the Village would be to examine all intersections with primary attention given to SRTS locations. CSAC members were encouraged to report any locations requiring Code Enforcement attention to the Village Manger's office. Councilman Voigt offered to review these issues with the Village Manager.

NEW BUSINESS:

1)  Oak Street Crosswalks/ School Bus Stop Locations-- Ms. Brogan discussed the BOE administrative process for school bus stop locations and the involvement as needed of Engineering and Police. (CJR: Work Order to Signal Division to re-paint crosswalks along Oak Street).

2) Ridgewood Master Plan Visioning Workshops-- Reminder of scheduled workshops on September 21 and 28, 2019.
