CSAC MEETING--June 16, 2022-- MINUTES


ATTENDEES:


CSAC Members/ Liaisons: Anastasia Bamberg, Sgt. John Chuck, Charles S. Di Marco, Shayan Farooqi,  Mary Micale, John Prieto, Henry Radcliffe, Jane Remis, Councilmember Lorraine Reynolds, Barbara Sacks. { Village Engineer, Christopher J. Rutishauser, PE, (CJR) unable to attend but summitted comments via e-mail and phone as noted in BOLD}.

OLD BUSINESS:


1)  Franklin Avenue Corridor-- (CJR: Review remains in progress).  Ms. Bamberg acknowledged the need for re-surfacing of Franklin Avenue and expressed the desire to incorporate some of the planned improvements shown in the draft concept plan into the upcoming work. A letter with this suggestion from the Village to the County was proposed. 


2)   Pedestrian/ Bike SRTS Grants-- {CJR: No Change}


3)  CBDAC-- Ms. Bamberg noted the CBDAC discussion of Arts in Streets. Interesting initiative to increase attractiveness particularly in sidewalk areas. Concerns raised regarding legality in streets/crosswalks, responsibility for installation/maintenance, potential negative impacts such as driver distraction and lower vehicle stopping distances on wet pavements due to reduced coefficient of friction.


4)  SSATF-- No plans for initiatives before September.


5)  West Glen Avenue Sidewalks--{ CJR: No Change}.


6)  Smart Streets NJ-- Banners at printer. Available in July- Signal Division to install after finalized location list is completed.


7)  Parking Guide/Map for BOE/Rec Fields--Tabled until September.


8)  Morningside Road/ Hamilton Road-- { CJR: No Change}.


9)  Age-Friendly Ridgewood--Ms. Sheila Brogan via e-mail reported there is no new information to report.


10) East Ridgewood Avenue/Somerville Road/ Pershing Avenue-- Village supplemented the existing pedestrian crossing signage and marked crosswalk with an In-Street Pedestrian Crossing Sign (R-1-6a per MUTCD).


11) School Bus Stop Warning Signs in Lawns-- Sgt. Chuck requested specific location examples of concerns as the Police review did not find any areas needing additional attention or warning signs. The intersection of Newcomb Road and Midwood Road was cited as a location to be reviewed.


12) Orchard School Access-- The CSAC discussion of December 16, 2021 and subsequent e-mails of May 27, 2022 were reviewed with the conclusion re-affirming the matter is a security issue most appropriately handled by BOE/ HSA/ Police and Engineering.

 


NEW BUSINESS:


1)  CSAC July and August 2022 Meetings-- It was agreed that the next two scheduled meetings are canceled. Mr. Di Marco will convene meetings in July and/or August 20222 if a matter of urgency emerges requiring CSAC attention.


2)  Village Ordinance 3907- A Policy on Attendances for Volunteer Committees was discussed.


3)   Mr. Prieto suggested the consideration of intersection cross-hatching (similar to the installation at Rock Road and Glen Avenue in Glen Rock) at busy locations in Ridgewood such as East Ridgewood Avenue and Broad Street. Mr. Prieto also noted the possibility of adding channelization striping within the existing painted island at Ackerman Avenue and Doremus Avenue similar to the intersection of North Irving Street/ Northern Parkway/ Overbrook Road.
