CSAC Meeting--November 17, 2022-- MINUTES

 

 

ATTENDEES:

 

 

CSAC Members/ Liaisons: Anastasia Bamberg, Charles S. Di Marco, Shayan Farooqi, Mary Micale, John Prieto, Jane Remis, Councilmember Lorraine Reynolds, Barbara Sacks  ( RPD Sgt. John Chuck (JC) and              Village Engineer, Christopher J. Rutishauser, PE      

 (CJR) were unable to attend the meeting but submitted comments via e-mail as noted in BOLD.

OLD BUSINESS:

 

 

1)  Franklin Avenue Corridor-- No change in status of Corridor project.  {CJR: Milling and re-paving to be done in the next week}.

 

 

2)  Pedestrian/Bike SRTS Grants--{CJR: Preparing Change Order approved by NJDOT for design engineering. Construction in 2023.}

 

 

3)  CBDAC-- Ms. Bamberg reported tree wells being renovated; flexible loading zones until 4:00 PM with 15 minute parking after 4:00 PM; free parking in Hudson Street Garage on December Saturdays prior to Christmas; discussions to enhance lighting and aesthetics in pedestrian underpass at Rail Station.

 

 

4)  Glen Avenue Sidewalks-- {CJR: Design proceeding during winter. Lead time for selected retaining wall block will be a key element.}

 

 

5)  Smart Streets NJ--Safety banners will be replaced with snowflakes soon. Bracket height adjustments will require further discussion with Engineering.

 

 

6)  Sight Triangle/ Obstructions-- { CJR: Engineering is continuing evaluating several locations brought to its attention.} Mr. Fitch expressed concern regarding the pace of review by Engineering and enforcement of existing ordinances.  He cited locations he deemed in need of higher priority for evaluation and remediation. He also questioned whether defect/ repair orders were being promptly reported by Village employees ( i.e. Police, Sanitation, Parks, Water, etc.) to the Village maintenance staff for correction. Councilmember Reynolds suggested to Mr. Fitch that he could request a meeting with the Village Manager and Engineering to explore possible actions to address his concerns.

 

 

7)  Union Street-- {CJR: Refurbishing of Thermoplastic Markings not done yet.}

 

 

 

 

NEW BUSINESS:

 

 

1)  Ms. Kwon related an incident recently reported to the Village involving several children and parents heading to Travell School at the school crosswalk located at Franklin Turnpike/Nagel Street. A driver ignored the crossing guard's STOP sign and failed to stop for pedestrians in the crosswalk. Her report included a vehicle description and time of the occurrence .She also noted the need for additional sidewalks to connect the residential area with the crosswalk and the need for additional speed limit enforcement, particularly at times of school crossing activity. She mentioned occasions when the crossing guard has failed to arrive.{JC: The RPD investigated the complaint and were able to determine and identify an individual who works in the area. The RPD had prior interaction with this individual and conducted a motor vehicle stop.  The officer discussed her driving and gained her understanding of the issue. She agreed to pay more attention in the future. RPD will provide the crossing guard with pre-warning devices.}

The Police were requested to review speed enforcement history and take appropriate measures. It was suggested that Engineering consider adding  In-Street Pedestrian Crossing signs (MUTCD R1-6a).

The SRTS Grants (ITEM #2 under "Old Business ) includes construction of additional sidewalks in the vicinity of this location. At Ms. Kwon's request, Mr. Di Marco agreed to forward the latest Concept Plans to her as furnished by Engineering.
