CSAC Meeting-- March 16, 2023-- MINUTES
 
ATTENDEES:
 
CSAC Members/ Liaisons: Anastasia Bamberg, Sheila Brogan, Charles S. Di Marco, Shayan Farooqi, John Prieto, Jane Remis, Councilmember Lorraine Reynolds, Barbara Sacks
 
 
 
OLD BUSINESS:
 
1)  Franklin Avenue Corridor-- No Report
 
2)  Pedestrian/ Bike SRTS Grants-- No Update on Inspection Consultant Selection/ Award
 
3)  CBDAC--Safety Committee discussed Franklin Avenue Issues; Pedestrian Plaza slated to commence in May; Concerns regarding conflicts between Pedestrian Plaza and summer paving of Oak, Chestnut and Walnut Streets. Weekday construction suggested to resolve any conflicts.
 
4)  Glen Avenue Sidewalks-- Construction work is not in 2023 Capital Budget.
 
5)  CSAC Tracking of Safety Issues.-- Mr. Prieto distributed current Status report and will provide monthly Updates.
 
6)  East Glen Avenue/ Bogert Avenue-- No report on further safety measures. Carry to next CSAC meeting.
 
7)  Garber Square Crossing Sight Distance Limitations-- Village actions in last month deemed adequate.
 
 
NEW BUSINESS:
 
1)  USDOT Safe System Approach- Consensus on applicability of USDOT standards to CSAC considerations and Village programs.
 
2)  Sidewalk Condition Audit-- Ms. Sacks reviewed a prior Village effort to engage volunteers to augment Village staff in identifying defective sidewalks and notifying responsible parties. Consensus affirmed value of a similar program in the future with guidance from Village staff and within the legal and administrative framework.
 
3)  Schedler Property--Brief review of background on the Schedler Property and the CSAC review of the initial plan dating to circa 2017. No CSAC input or review is anticipated until an approved revised plan is available.
 
4)  Listing of CSAC History/ Involvements/ Achievements-- Mr. Di Marco offered to compile a list of involvements since the CSAC began in {1999} [2000] and asked all CSAC members/liaisons to forward projects to him for inclusion in the list.
 
5)  Ms. Bamberg discussed  the NJ Bike/ Walk Coalition's "Streets Are For Everyone" (SAFE) webinar and distributed the announcement to CSAC members on March 16, 2023 immediately following the CSAC meeting. 
 
6)  Engineering and Police representatives were unable to attend CSAC thereby limiting the discussions on agenda items. The value of these staff assets was noted.
 
 
NEXT MEETING: Thursday,  April 20, 2023 at 7:300 PM in the Garden Room at Village Hall.
