Introduction - Ordinance 3708 – Establish a CAP Bank - Establishes that the final appropriations in the CY 2019 budget will be increased by 3.5% over the previous year’s final appropriations, amounting to $1,395,566.41 in excess of the increase in final appropriations otherwise permitted. This is done in accordance with N.J.S.A. 40A:4-45.14, and is advisable in order to establish a CAP Bank.

19-69 Award Sole Source Contract – Corrosion Control Inhibitor (NTE $210,000) – Awards a sole source contract to ESC Environmental, 6 Redwood Drive, Glenville, NY
19-70 Award Contract under National Joint Powers Alliance Program and Rescind Resolution
#19-43 – Purchase of Backhoe Loader (NTE $95,552) – Awards a contract under National Joint Powers Alliance Program to Foley, Inc., 855 Centennial Avenue, Piscataway, NJ. This price includes a $45,100 credit for the trade-in of two surplus backhoe loaders and credit for a three-month trial period rental of the backhoe loader, prior to its purchase. This resolution also rescinds Resolution
#19-43, due to the fact that the wording for the account charged for this purchase was incorrect.
19-71 Authorize Change Order – SCADA System Software (NTE $10,665) – Authorizes a change order to the original contractor, Emerson Process Management Power and Water Solutions, 200 Beta Drive, Pittsburgh, PA
19-72 Authorize Change Order – Professional Services for Ames Tank Rehabilitation (NTE $3,461.25) – Authorizes a change order to the original contractor, D.J. Egarian & Associates, Inc., 271 Route 46, Suite G208, Fairfield, NJ. This change order was necessary due to additional engineering charges resulting from contractor delays, and will be deducted from the payment to the contractor.
19-73 Authorize Change Order – Professional Services for Southside Reservoir Improvements (NTE $8,000) – Authorizes a change order to the original contractor, D.J. Egarian & Associates, Inc., 271 Route 46, Suite G208, Fairfield, NJ. This change order was necessary due to additional engineering charges resulting from contractor delays, and will be deducted from the payment to the contractor. This change order also extends the completion date to 3/30/3019.
19-74 Authorize Change Order and Rescind Resolution #19-46 – Distribution Improvements and Lakeview Extension - Authorizes Change Order #3 to the original low bidder, Suburban Consulting Engineers, 96 U.S. Highway 206, Suite 101, Flanders, NJ. This change order is necessary due to additional work beyond the original contract scope, and will be deducted from the contractor’s payment, due to construction delays caused by the contractor. This resolution also rescinds Resolution
#19-46, due to the fact that the wording for the account charged for this purchase was incorrect.
15. ORDINANCES – INTRODUCTION
3712 – Bond Ordinance - General Capital ($) - Appropriates this money for various capital improvements/purchases, for the General Fund
3713 – Amend Chapter 265 – Vehicles and Traffic – Parking in all Parking Lots in Central Business District and at the Train Station After 3:00 p.m. – Allows parking in permit parking spots, in all Central Business District lots and the train station lot, after 3:00 p.m. The 3-hour time limit is still in effect in these parking lots and the parking meter fees must still be paid from 3:00 p.m. to 8:00 p.m.
3714 – Amend Chapter 244 – Smoking – Amends the smoking ordinance to amend the definition of cannabis to include the line, “that contain the compound or chemical tetrahydrocannabinol or THC”
3715 – Amend Chapter 186 – Landscapers and Landscaping Services – Amends this chapter to no longer require the licensing of all landscapers (as the State law no longer allows it). Also establishes an Annual Permit, with an Annual Decal, which will allow landscapers to deposit leaves, created by their operations in the Village of Ridgewood, at the Village of Ridgewood’s Lakeview Compost Facility. This will only be allowed during the period of time designated by the Village as leaf collection season. In addition, the vehicles with an Annual Decal must also purchase Facility Acceptance Tickets in order to dump at the Lakeview Compost Facility, and each ticket is good for one load of up to 10 cubic yards in volume.
3716 – Amend Chapter 145 – Fees – Landscapers and Landscaping Services – Establishes the fee for the annual registration fee for an Annual Permit to deposit leaves at the Lakeview Compost Facility, utilizing Facility Acceptance Tickets at $50 for up to 5 vehicles. Also establishes the fee for additional decals for the vehicles at $10 each and Facility Acceptance Tickets at $30 each.
3717 – Amend Chapter 156 – Food and Food Handling Establishments – Outdoor Cafes – Amends the outdoor café ordinance to permit the outdoor cafes to operate between March 1st and December 31st each year; to require that a barrier creates no site obstructions on a corner property; to require that the barriers be weighted; to remove the requirement of a moveable barrier between the outdoor café and the pedestrians if the outdoor café tables are located at the curb; as well as other items
3718 – Bond Ordinance – Parking Utility Capital ($142,000) - Appropriates this money for various capital improvements/purchases, for the Ridgewood Parking Utility

19-77 Award Partial Contract – Resurfacing and Repair of Various Village Streets ($1,800,000) – Awards a partial contract to the lowest responsible bidder, American Asphalt and Milling Services, LLC, 96 Midland Avenue, Kearny, NJ

19-81 Award Contract – Concession Refreshment Services – Graydon Pool – Awards a contract to the sole proposal from Michael Sims, Mellsworth Food, Inc., 102 East Main Street, Ramsey, NJ. Mellsworth Food, Inc. shall pay the Village of Ridgewood $9,500 for providing the food service at the Water’s Edge Café at Graydon Pool for the 2019 summer season.

19-96 Authorize Preparation, Execution and Filing of Treatment Works Approval (TWA) – 275 North Murray Avenue – Authorizes Christopher Rutishauser, Village Engineer, to prepare, execute and file a Treatment Works Approval for 275 North Murray Avenue to connect to the Village’s sewer system
19-97 Approve Berm Designs, Patio and Parking Lot Design for Schedler Park Property – Approves the designs for the berm, patio and parking lot areas, pursuant to Title 59
19-98 Accept Donation – Batting Cages at Veterans Field – Accepts the donation from Ridgewood Baseball Softball Association (RBSA) for batting cages on Veterans Field. RBSA has no applications before any Village Boards/Committees.
19-99 Approve Eagle Scout Project – Stone Chess Table “For All Veterans” on James Ten Hoeve Plaza – Approves the Eagle Scout Project proposed by Matthew Rusch which is a stone chess table and plantings. This is being dedicated to all veterans, and will be located at the James Ten Hoeve Plaza between Village Hall and the Ridgewood Public Library. This resolution is adopted pursuant to Title 59.
19-100 Appoint Member to Parks, Recreation and Conservation Board – Appoints Mary Mogerly to a three-year term, which shall expire 12/31/2021
19-101 Accept Donation – Restoration of Stone Wall at Citizens Park – Accepts a donation from Horizon Landscape Company, 411 West Main Street, Wyckoff, NJ to rebuild the stone wall at the entrance to Citizen’s Park. Horizon Landscape Company has no applications before any Village Boards/Committees.
