THE FOLLOWING RESOLUTIONS, NUMBERED 19-41 THROUGH 19-48 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY:
19-41 Title 59 Approval – Pipe, Appurtenances and Service Materials – Approves the plans and specifications for Pipes, Appurtenances and Service Materials prepared by Ridgewood Water, pursuant to Title 59
19-42 Award Contract – Pipe, Appurtenances and Service Materials (NTE $225,000) - Awards the second year of a two-year contract to the following lowest responsible bidders in various categories of materials: Water Works Supply Co., Inc., 660 State Highway 23, Pompton Plains, NJ; Brent Material Company, 325 Columbia Turnpike, Suite 308, Florham Park, NJ; and Core & Main, LP, 61 Gross Avenue, Edison, NJ; Raritan Group, 301 Meadow Road, Edison, NJ; and Capital Supply, Inc., 149 Old Turnpike Road, Wayne, NJ
19-43 Award Contract under National Joint Powers Alliance Program – Purchase of Backhoe Loader (NTE $95,552) – Awards a contract under National Joint Powers Alliance Program to Foley, Inc., 855 Centennial Avenue, Piscataway, NJ. This price includes a $45,100 credit for the trade-in of two surplus backhoe loaders and credit for a three-month trial period rental of the backhoe loader, prior to its purchase.
19-44 Award Contract under National Joint Powers Alliance Program – Purchase of Materials and Supplies, and Equipment ($85,000) - Awards a contract under National Joint Powers Alliance Program to Grainger, Government Call Center, 1001 Hadley Road, South Plainfield, NJ
19-45 Award Sole Source Provider Contract – Software Support of SCADA System (NTE $18,922.97) – Awards a contract to a sole source provider, Emerson Process Management Power & Water Solutions, Inc., 200 Beta Drive, Pittsburgh, PA
19-46 Authorize Change Order – Distribution Improvements and Lakeview Extension Study (NTE $7,486) – Authorizes Change Order #3 to the original low bidder, Suburban Consulting Engineers, 96 U.S. Highway 206, Suite 101, Flanders, NJ. This change order is necessary due to additional work beyond the original contract scope, and will be deducted from the contractor’s payment, due to construction delays caused by the contractor.
19-47 Declare Property Surplus – Two Backhoes – Declares a 1998 John Deere 410E Backhoe and a 2005 John Deere 410E Backhoe surplus property and authorizes the Village Manager to dispose of said property
19-48 Authorize Cancellation of Taxes for 451 Goffle Road – Authorizes the cancellation of property taxes billed for 451 Goffle Road (Block 2703, Lot 8), for the year 2019, due to the fact that the Ridgewood Water Department took title to the property on December 3, 2018
15. ORDINANCES – INTRODUCTION
3704 – Amend Chapter 156 - Outdoor Café Ordinance – Amends the outdoor café ordinance to allow for less setback from the lip of the curb when there is no public parking and/or a loading zone next to the outdoor café. It also allows a moveable barrier to be four feet in height, which in the case of a planter would also include the height of the plants.
3705 - Amend Chapter 145 – Fees – Significant Sewer Discharger Fees – Establishes the 2019 significant sewer discharger fees for commercial/industrial/institutional premises to remain at $4.27 per thousand gallons flow in excess of one EDU as measured by water meter consumption during the winter months. Also establishes the 2019 significant sewer discharger fees for tax exempt and tax credited users to remain at $4.27 per thousand gallons flow into the Village collection system as measured by water meter consumption during the winter months.
3706 – Amend Chapter 133 – Refuse Containers – Amends Chapter 133 to change the name from “Dumpsters” to “Refuse Containers”. Also establishes rules and regulations for refuse containers placed on both public and private property within the Village of Ridgewood.
3707 – Amend Chapter 145 – Fees – Refuse Containers – Amends the fee schedule to include fees for refuse containers on private property

3698 – Bond Ordinance – Street Paving and Streetscape, Purchase of Senior Bus ($2,137,000)
3699 – Amend Chapter 265 – Vehicles and Traffic – Parking at Train Station Lot After 6:00 p.m.
3700 – Amend Chapter 156 – Food and Food Handling Establishments – Outdoor Café Regulations
3701 – Amend Chapter 145 – Fees – Outdoor Cafes
3702 – Amend Chapter 265 – Vehicles and Traffic – Ridgewood Premium Parking Permit for Hudson Street Parking Lot and Use of Rideshare Program

19-49 Approve 2018 Budget Reserve Transfers - Transfers money in the 2018 budget from departments which have excess funds to those departments which do not have adequate funds
19-50 Award Professional Services Contract – 2019 Land Surveying Services Retainer for Preparation of Tax Assessment Map (NTE $1,700) - Awards a Professional Services contract to Daniel M. Dunn, of Dunn Surveying and Mapping, P.A., 40 East Prospect Street, Waldwick, NJ
19-51 Title 59 Approval – Infrared Asphalt Restoration – Approves the plans and specifications for Infrared Asphalt Surface Repair, Asphalt Trench Patching, and Miscellaneous Curb and Sidewalk Repair Various Locations, July 1, 2017 through June 30, 2018, inclusive, prepared by the Village Engineering Division, pursuant to Title 59
19-52 Award Contract – Infrared Asphalt Restoration (NTE $200,000) – Awards an additional one year to the original contract, with the mutual consent of the Village and the contractor, to the lowest responsible bidder, J. Fletcher Creamer and Son, Inc., 101 East Broadway, Hackensack, NJ
19-53 Increase 2018 Deferred School Taxes - Increases deferred school taxes from $47,392,649, to $48,257,409.50 an increase of $864,760.50 from 12/31/17 to 12/31/18
19-54 Declare Property Surplus – Police Department Vehicle and Miscellaneous Equipment – Declares a vehicle and miscellaneous equipment of the Police Department surplus property and authorizes the Village Manager to dispose of said property
19-55 Endorse “Stop, Look, and Wave: Be Safe, Be Seen” Campaign for Pedestrian Safety – Endorses the “Stop, Look, and Wave: Be Safe, Be Seen” campaign in the Village of Ridgewood which will help to raise the awareness of motor vehicle drivers as well as pedestrians, and help to reduce the number of accidents between motor vehicles and pedestrians
19-56 Oppose North Bergen Liberty Generating Power Plant – Opposes the construction of a 1,200- MW natural gas-fired power plant in North Bergen, NJ by Diamond Generating Corporation due to health, safety, economic and environmental concerns. These issues could be avoided if the alternative of solar panels is used. It is also being opposed since the only economic benefit to NJ residents will be during the construction phase, due to the fact that all of the energy generated by this plant will be used for NY residents.
19-57 Authorize Settlement – Damage to PSE&G Pole ($15,586.57) – Authorizes a payment to PSE&G for a pole that was damaged by a Village vehicle. This is being done upon the recommendation of the Village’s Insurance Administrators.
19-58 Appoint Members to Planning Board – Appoints Allyson Wesner as Alternate #1 Member of the Planning Board to a term that expires on 6/30/20
