12. ORDINANCES – INTRODUCTION
3416 – Lease of 1057 Hillcrest Road – Sets the conditions and specifications for the bid for the lease of 1057 Hillcrest Road for a term not to exceed two years
3417 - Establish Abandoned Property Guidelines – Adopts the Abandoned Property and Rehabilitation Act and establishes definitions for and guidelines to be used for abandoned properties
3418 - Establishment of a Green Team – Establishes the Ridgewood Green Team as a permanent advisory committee in the Village of Ridgewood
3419 – Bond Ordinance – Paving ($1,549,000) – Appropriates this money for paving in the Village of Ridgewood. This amount includes $149,000 from a NJDOT grant.
3420 – General Capital Bond Ordinance – Appropriates money for general capital items for various departments and does not include funding for paving

14-109 Designate the “Honor and Remember” Flag as Official Symbol of Those Who Died in Line of Duty and Urge U.S. Congress to Adopt it as an Official National Symbol – Designates the “Honor and Remember” flag as an official symbol in the Village of Ridgewood of those who died in the line of duty and urges the U.S. Congress to designate this flag as an official national symbol
14-110 Approve Shared Services Agreement – Sludge Disposal (Passaic Valley Sewerage Commission) – Approves a Shared Services Agreement for a 3-year period, ending May 31, 2017 for disposal of dewatered sludge from the Water Pollution Control Facility at PVSC’s plant in Newark, NJ. Also authorizes the Village Manager and Director of Public Works/Village Engineer to execute all applications necessary for this Agreement.

14-113 Title 59 Approval – Horticultural Supplies – Approves the plans and specifications for Horticultural Supplies prepared by the Parks and Recreation Department, pursuant to Title 59
14-114 Award Contract – Horticultural Supplies ($18,500) – Awards the second year of a two year contract to the low bidder for seed, mums, and shrubs for the Parks Department and all planting materials for Project Pride to Shemin Nursery, 100 Weyerhauser Road, Mahwah, NJ; and the low bidder for top soil to Andy Matt, Inc., 11 Scrub Oaks Road, Mine Hill, NJ; and the low bidder for fertilizer to John Deere Landscapes, 1385 East 36th Street, Cleveland, OH

14-116 Award Contract – Laboratory Analysis Services – Ridgewood Water ($43,580) – Awards the first year of a two year contract to the lowest responsible bidder, Aqua Pro-Tech Laboratories, 1275 Bloomfield Avenue, Building #6, Fairfield, NJ
14-117 Title 59 Approval – Servicing and Repairing of Electric Source – Approves the plans and specifications for Servicing and Repairing Electric Source prepared by the Ridgewood Water Department, pursuant to Title 59
14-118 Award Contract – Servicing and Repairing of Electric Source ($55,350) – Awards the first year of a two year contract to the sole bidder, Roberge Electric Co., Inc., 150 Johnson Avenue, Dumont, NJ

14-122 Authorize Execution of PSE&G Access Consent Agreement – Graydon Pool – Authorizes the Mayor and the Village Manager to execute a Consent Agreement so that the Village can construct the Graydon Pool drain line across an easement owned by PSE&G (Block 3209, Lot 2)
14-123 Declare Police Vehicles Surplus Property – Declares 3 Police vehicles surplus property and authorizes the Village Manager to dispose of them
14-124 Declare Vehicles from Various Departments Surplus Property – Declares 6 vehicles from various departments surplus property and authorizes the Village Manager to dispose of them
14-125 Establish Gift Contribution Guidelines – Establishes rules and procedures based on the amount of gift contributions given
14-126 Authorize Execution of Deed of Historic Preservation Easement – Authorizes the Mayor to sign the Deed of Historic Preservation Easement to be submitted to the Bergen County Historic Preservation Trust Fund for the Train Station Complex Roof Restoration Project, Phase II which is required due to grant money being awarded for the project
14-127 Authorize Mailing of Estimated Third Quarter 2014 Tax Bills - Authorizes the Tax Collector to prepare and issue third quarter estimated tax bills to ensure that sufficient cash flow is available to meet obligations
14-128 Establish Interest Rate for Non-Payment of Significant Sewer Discharge Fees for 2014 and Set Grace Period – Authorizes the Tax Collector to charge 8% per annum on the first $1,500 of the delinquency and 18% per annum on any amount in excess of $1,500 becoming delinquent after the due date for the Significant Sewer Discharger Annual flow for bills in excess of $50. Also allows for a thirty day grace period for all bills for the Significant Sewer Discharger Annual Flow. In addition, the Tax Collector is authorized to charge a 6% per annum penalty on any fiscal year delinquency in excess of $10,000.
