3423 - Establishment of a Green Team - Establishes the Ridgewood Green Team as a permanent advisory committee in the Village of Ridgewood

3424 - Amend Chapter 145 – Fees – Fees for Emergency Street Openings on Newly Paved Roads – Increases the fees from $1,000 to $1,500 per opening on a road within five calendar years of the pavement surface completion for newly paved or new roads

3425 – Amend Chapter 190 – Land Use and Development – Surface Parking in C Zone – Amends this section to allow surface parking lots as a primary use in the C Zone – Commercial District

3426 – Amend Ordinance for Site Plan Procedural Requirements – Amends the site plan procedural requirements in order to better streamline the review process

3427 – Amend Chapter 265 – Vehicles and Traffic – Stop Signs at Heights Road and Madison Place – Amends this ordinance to change existing Yield signs to Stop signs on Heights Road on both the north and south sides of Madison Place

3428 – Water Capital Ordinance ($94,000) – Water Valves – Appropriates money from the Water Capital Improvement Fund for the purchase of water valves for the Ridgewood Water Utility

3429 – Amend Chapter 3, Article VIII – Residency Requirements – Amends this chapter to maintain Ridgewood resident preference for Public Safety titles in the Police and Fire Departments. In classified titles other than Public Safety titles in the Police and Fire Departments, establishes the fact that there will be a Bergen County resident preference instead of a Ridgewood resident preference.

3430 – Valet Parking in Central Business District – Valet Parking Operator - Establishes a Valet Parking Operator permit program, with a permit and fee; insurance requirements; an annual fee; the name and location of the business being served by the valet parking and the number of seats in that business; the hours and days of operation; the address of the off-site parking lot where all valet-parked vehicles will be parked; and a map of the routes to be the off- site parking lot and back to the designated loading/unloading zones

3431 – Amend Chapter 265 – Vehicles and Traffic – Loading Zones and Valet Parking – Designates a loading zone on Chestnut Street to be utilized by Valet Parking Operators from 6:00 p.m. to

3:00 a.m. on every day of the week

14-190 Award Contract – Water Meter Replacement Services (NTE $577,560) – Awards a contract to the lowest responsible bidder, Lenegan Plumbing& Heating, LLC, 20 Third Street, Ocean City, NJ

14-191 Award Professional Services Contract – Hiring of Consultant for Ridgewood Water – Corrosion Control Application and Response to NJDEP Administrative Order (NTE $25,000) – Awards a Professional Services no-bid contract to Agra Environmental and Laboratory Services, 90½ Blackwell Street, Dover, NJ for a corrosion control application to the entire Ridgewood Water system and the response and explanation for the remedies used for the deficiencies found during the EPA/NJDEP sanitary survey of the Ridgewood Water system. The required Pay to Play forms have been filed.

14-192 Award Professional Services Contract – Licensed Water Superintendent ($10,900/month) – Awards a Professional Services no-bid contract with Agra Environmental and Laboratory Services, 90½ Blackwell Street, Dover, NJ to provide W-4 Licensed Water Superintendent services for the Ridgewood Water Department. The required Pay to Play forms have been filed.

14-193 Authorize Application and Agreement for NJ Transit Bus Shelters – Authorizes an application and the execution of an agreement with NJ Transit for the purchase and installation of three bus shelters, one to be located on Route 17 Northbound at Racetrack Road and two shelters to be located at the Ridgewood Park and Ride off of Route 17 Southbound which will be given to the Village of Ridgewood free of charge

14-194 Authorize Grant Agreement – De-Snagging and De-Silting of Ho-Ho-Kus Brook and Saddle River – Authorizes the Village Engineer to execute the grant agreement for a $100,000 grant for the de-snagging and de-silting of the Ho-Ho-Kus Brook and the Saddle River. Matching funds are not necessary for this grant from the NJDEP.

14-195 Designate Portion of South Irving Street as Wiegand Way – Designates the intersection of Spring Avenue and South Irving Street as Wiegand Way in memory of Roger Wiegand and the contributions he made to the Village of Ridgewood

14-196 Appoint Members to Financial Advisory Committee – Appoints Charles DiMarco to a

3-year term which shall expire 6/30/17 and Nancy Haig to a 2-year term which shall expire on 6/30/16

14-197 Support A-900 – Modify NJDEP Regulations for De-Silting of Streams - Allows municipalities to properly, quickly and economically clean and de-silt local streams by modifying the NJDEP regulations to do so

14-201 Title 59 Approval – Pipe, Appurtenances and Service Materials – Approves the plans and specifications for Pipe, Appurtenances and Service Materials prepared by the Department of Water Supply, pursuant to Title 59

14-202 Award Contract - Pipe, Appurtenances and Service Materials (Total Amount NTE $115,000)– Awards the first year of a two- year contract to the lowest responsible bidders for specific materials. One contract is awarded to: Water Works Supply Co., Inc., 660 State Highway 23, Pompton Plains, NJ for valves, fittings, clamps, hydrants and boxes; and the other contract is awarded to: HD Waterworks Supply, 61 Gross Avenue, Edison, NJ for pipe, brass, and copper tubing. 14-203 Title 59 Approval – Resurfacing of North Van Dien Avenue – Approves the plans and specifications for North Van Dien Avenue Road Resurfacing NJDOT Municipal Aid 2014 and Various Village Streets in the Village of Ridgewood, pursuant to Title 59

14-204 Award Contract – Resurfacing of North Van Dien Avenue ($1,455,000) – Awards a contract to the lowest responsible bidder, J.A. Alexander, Inc., 130-158 John F. Kennedy Drive North, Bloomfield, NJ

14-205 Title 59 Approval – Leasing and Maintenance of Police Vehicles – Approves the plans and specifications for "Furnishing and delivery of four or more leased vehicles. Two Chevrolet Malibu sedans and two Ford Fusion sedans with attached options. Also furnish fleet service programs for all vehicles. Also furnish fleet service programs for two 2013 Chevrolet Tahoes" prepared by the Ridgewood Police Department, pursuant to Title 59.

14-206 Award Contract – Leasing and Maintenance of Police Vehicles ($27,361.32) – Awards the first year of a three-year contract for leasing five Police vehicles and maintaining an additional two Police vehicles to the sole responder: Enterprise Fleet Management, 1550 Route 23 North, Wayne, NJ. The first year of the contract will be effective from September 1, 2014 through August 31, 2015.

14-207 Title 59 Approval – Hydraulic Model of Ridgewood Water System – Approves the plans and specifications for Creation and Calibration of a Hydraulic Model of the Water Distribution System prepared by the Department of Water Supply, pursuant to Title 59

14-208 Award Professional Services Contract - Hydraulic Model of Ridgewood Water System (NTE $78,900) – Awards a fair and open contract to Hatch Mott MacDonald, 111 Wood Avenue, Iselin, NJ

14-209 Award Contract Under State Contract – Police Ford Interceptor Sedan ($35,429) – Awards a contract under State Contract to Winner Ford, 250 Berlin Road, Cherry Hill, NJ

14-210 Award Extraordinary Unspecifiable Service Contract – Remediation of Maple Park Turf Field ($48,000) – Awards an extraordinary unspecifiable service for the emergency repair and remediation of the turf field at Maple Park East to The LandTek Group, Inc., 235 County Line Road, Amityville, NY

14-211 Approve Place to Place Transfer (Expansion of Premises) of Liquor License – Ridgewood Park SG, LLC – Approves the place to place transfer of the liquor license held by Ridgewood Park SG, LLC, t/a Park West Tavern, to permit all of the first and second floors of the restaurant to be licensed

14-212 Authorize Cleaning of Ho-Ho-Kus Brook Corridor by the Ridgewood Wildscape Association and Partners - Authorizes several volunteer groups to clean the Ho-Ho-Kus Brook corridor, from East Ridgewood Avenue to Overbrook Road, along with a Public Awareness Campaign, on October 5, 2014. The Village Engineer has reviewed the proposal, the group has agreed to certain safety precautions, and the resolution is adopted pursuant to Title 59.

14-213 Designate the Village of Ridgewood as a

Stigma-Free Zone – Establishes the Village of Ridgewood as a Stigma-Free Zone to create an environment in which residents will feel free to identify themselves as having a mental illness and to seek treatment without fear of being stigmatized

14-214 Authorize Execution of a NJDEP Land Use Regulation Application for Lot 4, Block 127 – Authorizes the Village Manager to sign all necessary NJDEP permits for Lot 4, Block 127 so that this parcel of land can be included in RIC Development’s applications for various wetland and stream encroachment permits from the NJDEP. The inclusion of Lot 4, Block 127 in this permitting process does not obligate the Village of Ridgewood to sell Lot 4, Block 127 to RIC Development.

14-215 Authorize Amendment for Renewal of Intent to Participate in Community Development Block Grant Program and HOME Investment Partnership Act Program – Renews the Village’s intent to participate in these programs for the Program Years 2015 - 2017
