Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter
3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

22-188 Award Contract Under Bergen County Contract – Concrete and Road Repair Materials for Water Main Repairs (NTE $120,000) – Awards a contract under Bergen County Contract to Braen Stone Industries, Inc., 400-402 Central Avenue, Haledon, NJ
22-189 Authorize Change Order – Install and Maintain a CCTV/Access Control System – Ridgewood Water Headquarters (NTE $2,357.28) – Authorizes a Change Order to the original contractor, Secure Watch 24, 70 Moonachie Avenue, Moonachie, NJ. This change order is necessary due to the fact that the installation of door monitoring/door contacts and maglock were not anticipated at the time the contract was awarded.

22-190 Authorize Emergency Appropriation – Recycling Truck ($355,000) – Authorizes an emergency appropriation as the replacement of this truck is necessary, due to a cracked frame. The Village Council is introducing Bond Ordinance #3913 this evening, which will reimburse this emergency appropriation, once it is adopted.

3910 – Amend Ordinance Chapter 145 – Fees – Significant Discharger Sewer Fees - Establishes significant sewer discharger fees for 2022
3911 – Amend Chapter 145 – Fees – Vehicle Fees for Police Details – Increases the fees for the use of police vehicles, on Police Details, to $25/hour
3912 – Amend Chapter 265 – Vehicles and Traffic – Time Limit Parking, Overtime Parking and Repeat Parking – This ordinance defines Time Limit Parking; states that a deposit of money is required to park; and defines Overtime Parking and Increasing Parking Time, both of which are prohibited
3913 – Bond Ordinance – Purchase of Recycling Truck (NTE $355,000) – Appropriates this money for the purchase of a recycling truck

22-217 Declare Fire Department Property Surplus – Declares a front load washer and various lengths of fire hose surplus property and authorizes the Village Manager to dispose of said property
22-218 Authorize Execution of Subordination Agreement – 337 Goffle Road – The Village of Ridgewood holds a mortgage on property located at 337 Goffle Road in the Village to ensure certain improvements were performed by the owners of the property as a condition of approval of a minor subdivision application which was granted by the Village of Ridgewood Planning Board in 2003. This mortgage is only held to ensure compliance with the Planning Board’s requirements. The owner of the property wishes to refinance and the refinancing company is requiring the Village to sign a Subordination Agreement, in regard to the mortgage. This resolution authorizes the Mayor and Village Clerk to execute the Subordination Agreement, on behalf of the Village of Ridgewood.
22-219 Approve 2022-2023 Renewals of Liquor Licenses - Approves the annual renewal of liquor licenses in the Village of Ridgewood
