Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

pre-application to the NJDEP Green Acres Program in order to remove the Green Acres restrictions from .029 acres from Maple Park and Graydon Park property. This major diversion is for the well.

3907 – Policy on Absences for Volunteers Serving on Village Boards and Committees – Establishes a policy for volunteers serving on Village Boards and Committees to include limits on absences and steps to be taken if the member’s absences do not improve or if a personal challenge for the member is going to cause additional absences, going forward

22-165 Authorize Change Order – 2021 Tree Removals Various Locations (NTE $1,400) – Authorizes a change order to the original lowest responsible bidder, Dujets Tree Experts, Inc., 54 Notch Road, Woodland Park, NJ. This change order is necessary due to additional tree removal(s) for the West Glen Avenue sidewalk project.
22-166 Authorize Change Order – Valley Community Health – Public Health Nurses (NTE $9,532.27) – Authorizes a change order to the original provider, Valley Hospital, Department of Community Health and Community Benefit, 223 North Van Dien Avenue, Ridgewood, NJ. This change order is necessary due to the extra hours worked by the Public Health Nurses for the COVID vaccine clinics in 2021.
22-167 Authorize Submission of Application for Division on Mental Health and Addiction Services (DMHAS) Grant Funding – Youth Leadership Grant – Authorizes the submission of an application for DMHAS Youth Leadership grant funding for the Ridgewood Municipal Alliance for Year One Grant Term 7/1/2022 to 3/14/2023, in the amount of $4,620. This will allow high school aged students to develop leadership skills and resiliency techniques to support teens in making better choices and to be positive role models to their peers.
22-168 Reject Bids – Zabriskie-Schedler House Restoration and Rehabilitation – Rejects the two bids received for this project, due to the fact that one bid proposal was flawed and deficient and the other bid proposal exceeded the amount budgeted for the project. It also allows the Village to go out for bid again, for this project.
22-169 Authorize Release of Escrow – The Benjamin – Authorizes the Village of Ridgewood Finance Department to release the $11,093.40 in escrow funds, to Onyx Equities, LLC, the developer of The Benjamin, (Block 2005, Lot 15.01), due to the fact that the Village’s Engineering Department, Building Department, and Planning Board have all indicated that the project is satisfactorily complete
22-170 Authorize Request for Proposals – Energy Consultant Regarding a Municipal Energy Aggregation Program – Authorizes a Request for Proposals to be issued for a Municipal Energy Consultant regarding a Municipal Energy Aggregation Program, since the first RFP produced no proposals
22-171 Authorize Village Engineer to Execute NJDEP Treatment Works Approval Permit Application for Sanitary Sewer Collection – American Dream Estates – Washington Township – Authorizes Christopher Rutishauser, Village Engineer, to sign the NJDEP Treatment Works Approval Permit Application for the American Dream Estates development in Washington Township, NJ, since the development’s sanitary sewer system will be connected to the Village’s Water Pollution Control Facility
22-172 Authorize Execution of Deed Restriction for Affordable Housing Units – Chestnut Village – Authorizes the Mayor and Village Clerk to execute the Deed Restriction between the Village of Ridgewood and Chestnut Village, LLC for the purposes of restricting the rental of 7 designated units, strictly for low or moderate income persons or families,that meet the statewide criteria for such purpose
22-173 Authorize Settlement Agreement – O’Connor vs. Village of Ridgewood (NTE $90,000) - Authorizes this payment for the settlement of any and all claims for damages incurred as delineated in the litigation, O’Connor vs.Village of Ridgewood
