Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3905 – Amend Chapter 265 – Vehicles and Traffic – No Left Turn – Franklin Avenue, North Maple Avenue, and Linwood Avenue – Memorializes various “No Left Turn” signs on Franklin Avenue, North Maple Avenue, and Linwood Avenue
3906 – Amend Chapter 165 – Rubbish, Refuse, and Recycling – Collection Schedule and Placement and Removal of Garbage and Rubbish Containers – Establishes that when unfavorable collection conditions exist, residents may be required to bring garbage and rubbish containers to the end of their driveways until the unfavorable collection conditions cease to exist. Also sets times for placement and retrieval of garbage and rubbish containers at the end of driveways/at the curb.

22-131 Award Professional Services Contract – Animal Control Services and Waterfowl Management – 2022- 2023 (NTE $32,400) – Awards the first year of a two-year Professional Services contract to TYCO Animal Control Services, One Stout Lane, Ho-Ho-Kus, NJ
22-132 Authorize Agreement with PSE&G – Installation and Direct Install for Energy Efficient Lighting and HVAC Equipment – Village Hall (NTE $33,316.40) – Authorizes the Village of Ridgewood to enter into and the Village Manager to execute an agreement with PSE&G. PSE&G will pay $113,270.16 (77%) and the Village will pay $33,316.40 (23%) of the cost. The Village’s payment will be 60 monthly payments of $555.27.
22-133 Authorize Ridgewood Division of Fleet Services to Negotiate Body Shop Services – The Village of Ridgewood went out to bid for Body Shop Services and no bids were received. The Village may now negotiate these services with a provider, through the adoption of a resolution by the Village Council.
22-134 Declare Property Surplus – Police Vehicles – Declares a 2016 Ford Police Interceptor SUV and a 2014 Ford Police Interceptor SUV, which are no longer needed by the Village, as surplus property and authorizes the Village Manager to dispose of said property
22-135 Accept Grant and Authorize Execution of Grant Agreement – USDA Natural Resources Conservation Service – Emergency Watershed Protection Program Grant ($61,200) – Accepts a grant of $201,960 from Federal funds, with the Village paying $61,200 for the streambank stabilization and debris removal at specific locations along the Ho-Ho-Kus Brook and Saddle River, the results of the remnants of Hurricane Ida. Also authorizes the Village Manager and/or the Director of Public Works/Village Engineer to execute the grant agreement.
22-136 Endorse Application for Community Development Block Grant – SHARE, Inc. – 104 Cottage Place and 130 Prospect Street – Air Purification System - Confirms endorsement of a $99,000 Community Development Block grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
22-137 Endorse Application for Community Development Block Grant – SHARE, Inc. – 104 Cottage Place – COVID-19 Preparedness - Kitchen Renovation and Food Preparation - Confirms endorsement of a $7,000 Community Development Block grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
22-138 Authorize Release of Performance Surety Bond – Onyx Equities, LLC - The Benjamin – Releases the Performance Surety Bond for The Benjamin, Block 2005, Lot 15.01, due to the fact that the files in the Building Department, Planning Board, and Engineering Division all indicate that the project is satisfactorily complete
22-139 Authorize Encroachment Agreement – 80 Oak Street – Authorizes an encroachment agreement for the retaining wall at 80 Oak Street, which encroaches into the public
right-of-way, and authorizes the Mayor and Village Manager to execute the Agreement
22-140 Approve Eagle Scout Project – The Refurbishment of Citizens Park - Approves the Eagle Scout project of Jack Swartz, which will include: the removal and disposal of the decaying telephone poles outlining the parking lot entrance; the rebuilding and relocation of the memorial bench; and the redesigning and replanting of the corner garden, where the flagpole is located, with native and drought tolerant shrubs and perennials
22-141 Appoint Members to Open Space Committee – Appoints Robert Lasky as the Fields Committee liaison, to a term that will expire on 12/31/22 and David Sayles as the Parks, Recreation, and Conservation Board liaison, to a term that will expire on 12/31/22
22-142 Appoint Member to Green Ridgewood – Appoints Frank Mortimer as the Parks, Recreation, and Conservation Board member to the Green Ridgewood Committee, to a term that will expire on December 31, 2022
22-143 Award Contract – Leasing of Pease Building – Awards a lease to Bohler Engineering, 30 Independence Boulevard, Warren, NJ as the highest responsible bidder for the first year, of a ten-year lease of the Pease Building, at $10,827.91
22-144 Declare Fire Department Property Surplus – Declares Ridgewood Fire Department Turnout Gear (jackets, pants, Firefighter helmets, Firefighter boots, Firefighter goggles), a Pike Pole, closet hooks, a sledgehammer, and a trumpet bar surplus property and authorizes the Village Manager to donate this surplus property to the Clifton Fire Department, to be sent to Ukraine for their use in their war against Russia
