Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

The spaces will not be reserved for        the permit holders, but will be available on a             first come, first served basis each day.

21-261    Approve Release of Property Damage Claims –            Approves the release of property damage                    claims, against a driver of a motor vehicle            who was in an accident and caused damage to               a Village-owned traffic signal controller.             The payment of $11,586 will be paid to the            Village by the driver of the vehicle, in               order to pay towards the repairs for the               damage caused, which was in the amount of               $13,630.62.

 

21-262    Appoint Zoning Board of Adjustment Members on           a Temporary Basis – Temporarily appoints the             longest serving Class IV Planning Board                 members, with the most continuous years of            service as Class IV members, as Zoning Board            of Adjustment members, for specific                    applications. These temporary Zoning Board of         Adjustment members will be appointed, in            order of seniority, until the minimum number           of members necessary to constitute a quorum            of Zoning Board members has been achieved,           for specific applications before the Zoning               Board of Adjustment.

21-232    Authorize Shared Services Agreement –                  Snowplowing (Bergen County) - Authorizes               the second year of a two-year Agreement for             snow plowing with Bergen      County for 2021-              2022, whereby the Village plows County roads,         and is reimbursed for same by the County

21-233    Accept Grant and Authorize Execution of Grant           Agreement – Body-Worn Cameras for Police                Department – Accepts a grant from the State               of New Jersey in the amount of $97,824 to            purchase 48 body-worn cameras with                     accessories and software licenses, and                 authorizes the Mayor to execute the grant               agreement

21-234    Accept Donation - Tree Planting – Accepts the           $2,000 donation by Mahmoud Hamza for tree           planting. One tree will be planted in memory             of his mother, next to the tree planted in                memory of his father. The rest of the                  donation will be used towards tree planting            in the Central Business District. Mr. Hamza           does not have any applications before any               Ridgewood Board or Committee at this time.

21-235    Accept Donation – Wee Note Collection of               Musical Instruments – Children’s Sensory             and Butterfly Garden – Accepts the $12,000           donation from the Conservancy for                     Ridgewood Public Lands. The Conservancy for             Ridgewood Public Lands does not have any                applications before any Ridgewood Board or           Committee at this time.

21-236    Authorize 2022 NJDOT Municipal Aid Grant                Application – Resurfacing of North Monroe              Street –      Authorizes the electronic                    application for this grant to the New Jersey            Department of Transportation and authorizes               the Village Manager to sign the grant                  agreement

21-237    Release of Escrow for 9-27 Franklin Avenue -            The      Benjamin – Authorizes the release and             return of      $64,847.46 of escrowed funds to the          developer and also releases the performance           bond for the project, since the Planning            Board, the Building Department, and the                Engineering Division have indicated that               the project is satisfactorily complete

21-238    Set Days/Times for Pickleball Play at Glen             School and Bellair Courts – Sets the days and        hours of play at the Glen pickleball courts             as follows: Sunday - 11:00 a.m. to 6:00 p.m.,

          Tuesday, Wednesday, & Thursday - 9:00 a.m. to          7:00 p.m., and Saturday - 10:00 a.m. to 6:00           p.m. The days and hours of play at the                    Bellair tennis courts (which are retrofitted         to allow for pickleball play) shall only be            permitted on Monday and Tuesday from 8:00              a.m. to 8:00 p.m. This will be from August 8,        2021 through October 17, 2021, which will be       the next 60 days after the expiration of the           first 60 days, which expiration date is               August 7, 2021.

21-239    Approve Extension of Sale of 24-hour Parking           Permits - Approves the extension of the sale              of 24-hour parking permits for 30 parking             spaces in the Train Station lot and 30 spaces         in the Cottage Place lot. The 24-hour parking           permits shall be made available for sale to            Ridgewood residents only, and will be                  effective from August 1, 2021 through                  December 31, 2021. The price for these                  parking permits shall be $335 for five                 months.

21-240    Award Professional Services Contract and               Direct Planning Board to Do Study for The           Valley Hospital Property (NTE $10,000) –               Awards a Professional Services Contract to              Kyle + McManus Associates, 2 East Broad                Street, Hopewell, NJ to assist the Planning               Board in conducting a study to determine if              The Valley Hospital property meets the                    criteria as an “Area in Need of                        Redevelopment” and/or as an “Area in Need of            Rehabilitation”
