Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

 Decorum

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

3874 – Bond Ordinance – Water Utility Improvements due to Damage from Hurricane Ida (NTE $75,000) –  Appropriates this money for various capital improvements needed, due to damage done by Hurricane Ida, to various items owned by the Ridgewood Water Utility

21-304    Reject Bids – Pipes, Appurtenances and Service Materials – Rejects all bids for pipes, appurtenances and service materials due to the fact that one of the bids was overlooked when the bids were opened

3875 - Bond Ordinance – Various Capital Improvements due to Damage Done by Hurricane Ida ($1,564,500)  – Appropriates this money for various capital improvements needed, due to damage done by Hurricane Ida, for the Parks Department, Water Pollution Control Facilities, Police Department, and Village Hall

3876 – Amend Chapter 165 – Garbage, Rubbish, Refuse and   Recycling – Definitions of Bulk Refuse – Defines what items are and are not considered bulk refuse

3877 – Amend Chapter 165 – Garbage, Rubbish, Refuse and   Recycling – Container Specifications and Setout Requirements – Limits bulk refuse to seven items maximum per household per bulk pickup. Also delineates items which should be separated from bulk refuse items.

21-315    Chapter 159 – Accept State of New Jersey, Department of Health - Strengthening Local Public Health Capacity Program Grant -  Requests the Director of Local Government Services to approve the insertion of a special item of revenue into the 2021 budget for State of NJ, Department of Health-  Strengthening Local Public Health Capacity Program Grant in the amount of $291,942 and that a like sum be appropriated in the 2021 budget for State of NJ, Department of Health- Strengthening Local Public Health Capacity Program Grant Other Expenses in the amount of $291,942

21-316    Change in Title and Text – Matching Funds for Recreational Opportunities for Individuals with Disabilities Grant – Requests the  Director of the Division of Local Government Services to make the following correction in the 2021 budget: From: Recreation Department  – Other Expense: $4,000.00, To: Matching Funds for Grants: Local Share – New Jersey Department of Community Affairs-Recreational Opportunities for Individuals with Disabilities Grant – $4,000.00. This will  provide 20% matching funds for a grant  received for providing recreational  programs for individuals with disabilities.

21-317    Change Start Date for Outdoor Cafes in 2022 -   Allows outdoor cafes to operate from January 1, 2022 through December 31, 2022 to  provide additional seating for eateries in the Village

21-318    Authorize Cancellation of Certain Property Tax Delinquencies/Overpayments – Authorizes the Tax Collector to cancel delinquent property taxes or refund property tax overpayments in amounts of less than $10

21-319    Approve Proposal by American Legion Post 53  for Gold Star Families Monument in Memorial Park at Van Neste Square – Approves the proposal by American Legion Post 53 to place a permanent Gold Star Families monument in Memorial Park at Van Neste Square

21-320    Approve Proposal by Conservancy for Ridgewood Public Lands – Restoration of Parkland Along North Broad Street – Approves the proposal by the Conservancy for Ridgewood Public Lands to restore the parkland along North Broad Street

21-322    Change in Title and Text – Matching Funds for Municipal Alliance Grant – Requests the Director of the Division of Local Government Services to make the following correction in the 2021 budget: From: Recreation Department  – Other Expense: $1,126.80, To: Matching  Funds for Grants: Local Share – Bergen County  Department of Health Services Municipal Alliance Grant Program – Other Expense: $1,126.80. This will provide 25% matching  funds for a grant received for providing drug and alcohol awareness programs.
