Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter
3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

Bergen County will reimburse the Village for the work performed by this contractor, as well as for the design and inspection efforts incurred by the Village for the ADA curb ramps.
19-341 Authorize Execution of Manifests for Hudson Street Parking Garage – Authorizes the Director of Public Works/Village Engineer to execute the soil export manifests, regulatory permit applications, and other documentation related to the construction of the Hudson Street Garage
19-342 Authorize Major Soil Moving Permit – 142 Elmsley Court - Authorizes a major soil moving permit, subject to compliance with the terms and conditions of the Zoning Board of Adjustment’s resolution and the terms and conditions of this resolution
19-343 Appoint Members to Central Business District Advisory Committee – Appoints both Jordan Kaufman and Maximilian Viola as Village resident regular members to two-year terms, which shall expire on June 30, 2021

19-345 Appoint Member to Zoning Board of Adjustment – Appoints Daniel Perlman as an Alternate #1 member to a term that shall expire on June 30, 2021
19-346 Award Contract – Lease of Parking Kiosks for Entire Central Business District
(NTE $288,000) – Awards a contract for the first 12 months of a 36-month lease to the current vendor of the Village’s parking kiosks, Flowbird, 13190 56th Court, Suite 401, Clearwater, FL. This lease also includes maintenance and web support for the 36-month period. At the end of the 36-month period, the title for the parking kiosks shall pass to the Village for no additional money. In addition, the Village Manager is authorized to execute the lease agreement.
