19-320    Authorize Execution of Temporary Access Agreement -                                   Ridgewood Properties, L.L.C. and Epic Management, Inc.            – Authorizes the Mayor and Village Clerk to execute the             Temporary Access Agreement with Ridgewood Properties,             LLC and Epic Management, Inc., which will allow Epic             Management, Inc. access to property adjoining the                  Hudson Street lot, located at 13-17 South Broad Street,              for excavation of footings of the parking garage. In           addition, it permits the use of the driveway/lane at            the rear of the subject property by adjacent property             owners and tenants during the construction.

19-321    Authorize Execution of Temporary Access Agreement -               Frankches Realty Corp. and Epic Management, Inc. -                Authorizes the Mayor and Village Clerk to execute the             Temporary Access Agreement with Frankches Realty Corp.            and Epic Management, Inc., which will allow Epic                Management, Inc. access to property adjoining the                  Hudson Street lot, located at 42-48 East Ridgewood                   Avenue, for excavation of footings of the parking                   garage.

19-322    Authorize Execution of Temporary Access Agreement - AHK           Prospect Street Realty, L.L.C. and Epic Management,               Inc. - Authorizes the Mayor and Village Clerk to                  execute the Temporary Access Agreement with AHK                   Prospect Street Realty, LLC and Epic Management, Inc.,            which will allow Epic Management, Inc. access to                  property adjoining the Hudson Street lot, located at 22           Prospect Street for excavation of footings of the                 parking garage.  

19-323    Authorize Execution of Grant Application for                     Recreational Cooking Class – Authorizes the Village               Manager to execute the grant agreement for a weekly               nutrition education and basic living skills program to            provide tools to promote greater independence for young           adults with disabilities, ages 16-23. This grant is               for $20,000, and the Village will be responsible for             funding an additional 20% of the grant ($4,000) towards            this program.

19-324    Award Professional Services Contract – Implementation             of Safe Routes to School Grant (NTE $157,468.20) –                Authorizes the award of a no bid Professional Services            contract to Joseph A. Fishinger, Jr., NV5, 7 Campus               Drive, Suite 300, Parsippany, NJ. The required Pay to             Play forms have been filed with the Village Clerk’s               Office.

19-325    Title 59 Approval – Special Inspections for Hudson                Street Garage – Approves the plans and specifications             for Professional Construction Inspection and Testing             Services for the Construction of the Hudson Street                  Garage in the Village of Ridgewood, prepared by the             Ridgewood Engineering division, pursuant to Title 59

19-326    Award Professional Services Contract – Special                   Inspections for Hudson Street Garage (NTE $56,260) –              Awards a Professional Services contract to Brian Arone,           NV5, 903 East Hazelwood Avenue, Rahway, NJ. The                   required Pay to Play forms have been filed with the               Village Clerk’s Office.

19-292 Increase Appropriation to Contract – Servicing and Repairing of Potable Water Pumping Facilities (NTE $150,000) – Increases the appropriation to this contract, through September 2019, due to the additional work needed to maintain the operability of the water system and return inactive wells into service
19-293 Authorize Change Order – Laboratory Analysis Services (NTE $50,000) – Authorizes a change order to the original lowest responsible bidder, Aqua Pro-Tech Laboratories, 1275 Bloomfield Avenue, Building #6, Fairfield,  NJ. This change order is necessary to complete the testing required for the remainder of 2019.
19-294 Authorize Change Order – Professional Services Contract - Booster Transfer Station (NTE $11,541.25) – Authorizes this change order to the original contractor, D.J.  Egarian and Associates, Inc., 271 Route 46 West, Suite G208, Fairfield, NJ which is necessary due to a design change which necessitated review and response to the  contractor’s change orders because of the design change. There were also additional engineering services necessary to resolve    issue associated with fabrication of  inadequate materials.
 
14.ORDINANCES – INTRODUCTION
3746 – Bond Ordinance – Zabriskie-Schedler House – Phase III ($158,000) – Appropriates this money for the restoration and rehabilitation of the Zabriskie-Schedler House. One-half of this appropriation will be reimbursed through a Bergen County Historic Preservation grant.
3747 – Amend Chapter 265 – Vehicles and Traffic – Establishes Stop Signs at Collingwood Place, Fairway Road, and Colonial Road
3748 – Amend Chapter 190 – Land Use and Development -  Driveways – Establishes that where a garage exists, the driveway must extend from the right of way to completely connect to the garage entrance. Also establishes regulations for the width of the driveway as well as stating that all driveway surfaces shall be counted toward lot coverage.
3749 – Establish Reserved Parking Spaces at Train Station Parking Lot – NJ Transit and Concession  Stand/Social Service Association - Establishes two reserved parking spaces at the train station to be used by the NJ Transit employee and by the employees of the Train Station Concession and Social Services Association, in accordance with the hours worked by these individuals. This ordinance also rescinds and replaces ordinance 3734.

19-298 Award Contract and Rescind Resolution #19-259 - Furnishing and Delivering Emergency Lights, Warning Lights/Sirens and Other Equipment for Police Vehicles (NTE $36,000) – Resolution #19-259, adopted August 14, 2019, mistakenly indicated that the amount not to exceed for this equipment was $20,000, when it should have been an amount not to exceed $36,000. This resolution rescinds Resolution #19-259, and awards the contract to the previously    awarded lowest responsible bidder for this    contract, Regional Communications, Inc., 64    East Midland Avenue, Paramus, NJ.

19-316 Approve 2020 Graydon Pool Season – Approves the 2020 Graydon Pool Season with the pool being closed from August 31 through September 4, 2020 and then reopening from September 5 through September 7, 2020. This is necessary due to the fact that Labor Day is on September 7, 2020 and most of the staff will be in high school the week prior to Labor Day, making it impossible to open the pool during the week before Labor Day.
19-317 Authorize Settlement – Damage to PSE&G Pole (NTE $16,096.33) - Authorizes a payment to PSE&G for a pole that was damaged by a Village vehicle. This is being done upon the recommendation of the Village’s Insurance Administrators.
