Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter

3-20, Decorum, the Village Council meetings shall be conducted in the following manner:

 

Manner of Addressing Council

 

Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.

 

Decorum

 

Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

21-03      Authorize 2021 Temporary Budgets - Approves            the 2021 Temporary Budgets for the General            budget, the Water Utility budget, and the               Parking Utility budget, which will fund               Village operations prior to the adoption of            the 2021 Budget

21-04     Authorize Tax Assessor/Tax Collector to File           Appeals and/or Settlement Stipulations -             Authorizes the Tax Assessor and/or Tax                   Collector to file tax appeals and/or                  settlement stipulations with the Bergen                County Board of Taxation for the purpose of            correcting assessment errors for the year              2021. This resolution also authorizes the               Assessor, in conjunction with the Village               Attorney, to conduct settlement negotiations           in matters pending before the Tax Court of               New Jersey in 2021.

21-05     Award Contract – Kitchen Renovation – Fire             Department (NTE $25,553) – Awards a contract           to the lowest quote received from Dayson’s            Kitchen and Bath, 12 Sunflower Avenue,                 Paramus, NJ

21-06      Authorize Shared Services Agreement – School            Resource Officer (Ridgewood Board of                  Education – NTE $100,000) - Approves a Shared        Services Agreement with the Ridgewood Board             of Education, whereby the Village and the              Board of Education will each pay                      $100,000/year for funding a School Resource               Officer

21-07      Authorize Shared Services Agreement - Bergen            County Police Chiefs Association Mutual Aid              Plan and Rapid Deployment Force - Authorizes           the Ridgewood Police Department to                         participate in a County-wide Mutual Aid Plan           and Rapid Deployment Force to be used in               times of emergency

21-08      Certify Compliance with Federal Civil Rights            Requirements - Certifies that the Village of            Ridgewood’s hiring practices comply with the             U.S. Equal Employment Opportunity                       Commission’s “Enforcement Guidance on the            Consideration of Arrest and Conviction                 Records in Employment Decisions Under Title            VII of the Civil Rights Act of 1964”, as           amended, pertaining to the consideration of              an individual’s criminal history. This is               required under P.L. 2017, c. 183 which                 requires that this be certified prior to the            Village submitting its approved annual budget         to the NJ Division of Local Government                    Services.

21-09      Increase 2021 Deferred School Taxes -                  Increases deferred school taxes from                   $48,977,618.54 to $49,696,739.54, an increase          of $719,121.00 from 12/31/2019 to 12/31/2020

21-10      Adopt Notice of Tort Claim Form – Adopts a             template for an updated Notice of Tort Claim               Form, which includes contact information and            reflects HIPAA information. This has been           recommended by the Joint Insurance Fund.  

21-11     Endorse Application for Community Development           Block Grant – SHARE, Inc. – 104 Cottage Place       – Public Bathroom Addition - Confirms                 endorsement of a $30,000 CDB grant. This               resolution does not obligate the financial             resources of the Village but will expedite             the expenditure of Community Development              funds.

21-12      Endorse Application for Community Development           Block Grant – SHARE, Inc. – 130 Prospect           Street – Renovation of Bathrooms and Powder               Room - Confirms endorsement of a $150,000 CDB        grant. This resolution does not obligate the            financial resources of the Village but will            expedite the expenditure of Community                Development funds.

21-13      Authorize Execution of Stipulation of                  Settlement for Tax Appeal for Pondview                 Medical Building – Authorizes the execution               of a Stipulation of Settlement for the tax             appeal filed by the owners of the Pondview            Medical Building located at 1124 East                   Ridgewood Avenue

21-14      Authorize Disbursement of Affordable Housing            Trust Fund Money to 257 Ridgewood Avenue           Associates and United Way for Special Needs            Housing - Authorizes the release of                    $500,000.00 from the Village’s Affordable              Housing Trust Fund to 257 Ridgewood Avenue           Associates and Bergen County United Way for           the specific purpose of developing and                  constructing Affordable Special Needs Housing           at the Enclave project, and authorizes the               necessary Village staff to execute the                necessary documents 

21-15      Appoint Member to Parks, Recreation, and                Conservation Board – Appoints Richard Brooks            to a term which shall expire on December 31,           2023

3824 – Amend Chapter 215 – Peace and Good Order -              Establish Regulations for Municipal Parking          Facilities – Establishes rules and regulations            for all municipal parking facilities, including             the Hudson Street garage

3825 – Amend Chapter 145 – Fees – Hudson Street Parking   Lot Permit – Deletes the fees for the Hudson            Street parking lot only

3826 – Amend Chapter 265 – Vehicles and Traffic –             Permit Parking – Amends the locations where the             Ridgewood Premium Parking Permit, the Ridgewood        Non-Premium Parking Permit, and the Ridgewood        Non-Resident Parking Permit can be used. It also   indicates that the Ridgewood Parking Permits are     not required in any lots or in the Hudson Street     garage after 12:00 Noon on all days; however,        the parking is limited to 3-hours in these             locations, during regularly metered hours. The            Train Station Parking lot does not require a            parking permit on Saturdays, but payment must be       made during metered hours.  In addition, the            Ridgewood Parking permits shall not be used in          the Chestnut, Walnut, or Prospect Street lots,           Monday through Friday, but may be used in these        lots on Saturday.

20-351    Adopt Update of Bergen County’s Multi-                 Jurisdictional Hazard Mitigation Plan -                Adopts the Bergen County Multi-Jurisdictional       Hazard Mitigation Plan as an official plan of         the Village of Ridgewood and designates the             Emergency Management Coordinator to                    coordinate with the various Village                    departments to pursue implementation of the            plan.

20-352    Authorize Submission of Pre-Application to             Green Acres for Green Acres Diversion –                 Authorizes the submission of a pre-                    application for the major diversion of                  parkland at 308-316 South Broad Street to               correct a long-standing situation wherein               designated parkland was sold and developed             into affordable housing. The Village is                proposing sufficient replacement land as           parkland, by creating an easement for                  parkland on Marlborough Road (a paper street)           and designating the area at the end of the            cul de sac of Hammond Road, as open space           properties.

20-353    Approve 2020 Holiday Parking Plan in Central            Business District – Designates that all store         and business owners; employees in the Central      Business District; shoppers; diners; and               people doing business in the CBD be granted             free parking at all meters/kiosks in parking            lots in the Central Business District                    including the Ridgewood train station                  commuter parking meters and in the Hudson               Street Garage on December 5, 12, and 19,               2020. Although the parking in all of these              locations is free on these dates, there shall      be a 3-hour time limit during the hours when               meters/kiosks are usually in effect.
